Attorneys' Areas of PracticeScott Post, City AttorneyMr. Post renders oral and written opinions to the City Council, mayor, department heads and other officials of the City government; attends Council meetings and conferences; provides legal advice to assist in formulation and implementation of policies underlying official action and gives advice on legal implications involved. During sessions of the legislature, examines bills, attends meetings and hearings and reviews proposed legislation affecting the City; drafts, reviews and updates ordinances; drafts and reviews contracts and agreements; represents the City in civil actions; processes claims and litigation against the City; prosecutes violators of City ordinances; prepares legal briefs and pleadings; conducts legal research and represents the City at trials and in appeals; provides legal advice on personnel and labor relations matters; conducts City real estate functions and transactions; supervises staff.
Sheryl Kuhary, Assistant City AttorneyMs. Kuhary is responsible for labor and employment related matters to include leave and disability laws, wage and hour laws, civil rights compliance, HIPAA matters, fair employment, collective bargaining and labor contract administration, including grievance negotiation and arbitration; assists and advises the Common Council and its committees in formulating policy with respect to labor and employment matters; counsel to City Departments, Boards and Commissions, and provides representation before administrative agencies and courts on employment policies, practices and other employment related matters, including equal employment opportunity, worker's compensation and unemployment compensation; performs legal research as necessary; provides representation in complex litigation matters; prepares and administers department budget related to functional responsibilities; assists and advises the City Attorney in formulating policy with respect to legal services for labor and employment matters; provides legal assistance to various City Officers and departments and advises them regarding relevant state and federal legislative activity; performs other legal functions as assigned; in the absence of the City Attorney, assigned the responsibility for administration of such office.
Jeffrey Warchol, Assistant City AttorneyMr. Warchol is responsible for the administration and management of legal services for general municipal activities with an emphasis on redevelopment and land acquisition claims, insurance and tax related matters; provides interpretation of laws, rules and ordinances for the City; represents the City in civil litigation of claims and other legal actions, including appeals, related to such matters; assists and advises the Common Council and its committees in formulating policy with respect to such matters; drafts resolutions and ordinances; reviews various documents and programs initiated by various City Departments, Boards, and Commissions; answers citizen inquiries and complaints; performs legal research as necessary; provides representation in complex litigation matters; prepares and administers the department budget related to functional responsibilities; assists and advises the City Attorney in formulating policy with respect to general municipal legal matters and other functions as assigned; provides legal assistance to City officers and departments, as appropriate, and advises them regarding relevant state and federal legislative activity; in the absence of the City Attorney, assigned the responsibility for administration of such office.
Jenna Merten, Assistant City AttorneyMs. Merten is responsible for the prosecution of municipal code violations and for the administration of property damage and tax claims; enforces all health and safety codes including building and zoning, tavern regulations, and traffic and quasi-criminal matters; represents the City in collection of personal property taxes, damages to City property, and minor liability claims against the City that includes review of each claim and representation in both small claims and circuit court actions; performs legal research and provides legal advice, interpretation of laws, rules and ordinances to City departments, boards and officials; drafts ordinances and resolutions relating to public health, safety, and welfare; reviews documents and programs initiated by various City departments, boards and commissions and provides legal interpretation and advice thereon; answers citizen inquiries and complaints; in the absence of the City Attorney, assigned the responsibility for administration of such office.
